AGRICULTURE & CO OPERATION DEPARTMENT – Sanction of 21 posts i.e. Twelve (12) posts   in State Project Management Unit (SPMU) at State level and Nine (09)  posts in District  Project Management Unit (DPMU) at District level for implementation of A.P.                                              ORDER:


In the reference first read above, the Director of Agriculture has  stated  that keeping the vulnerable situations prevailing in the low rainfall districts of Rayalaseema i.e.Ananthapur, Chittoor, Kadapa, Kurnool and Prakasam district, Government of A.P has proposed the A.P. Drought Mitigation Project (APDMP) to mitigate  farmers  distress  and ensure drought proofing. The rationale behind the project is a  concerted and coordinated  effort to address the problem of repeated drought and strengthen  their  resilience  to  drought; that the Programme Development Objective (PDO) and central strategy of APDMP    is to strengthen the adaptive capacity and productivity of agriculture in the rainfed zones of  the above five districts in southern AP and also enable farmers to increase their income in a very difficult farming environment. The funding was invited from the Agencies like International fund for Agricultural Development (IFAD), National Bank for Agriculture and  Rural Development (NABARD) and Green Climate Fund(GCF); that it was also proposed to converge with the ongoing Central Sector Schemes like MGNREGS and RKVY.  The IFAD  insists on the establishment of the project structure before starting funding the project and requested for sanction of the  posts.

2. In the reference second read above, the Agriculture & Cooperation Department has sent the proposal for sanction of (15) posts in State Project Management Unit (SPMU) at State   level and Ten (10) posts in District Project Management Unit (DPMU) at District level for implementation of A.P. Drought Mitigation Project (APDMP) an  Externally  Aided  Project  (EAP) funded by International Fund for Agricultural Department (IFAD) in the low rainfall districts of Rayalaseema and Prakasam  district.

3. After careful examination of the proposal of the Agriculture &  Cooperation Department,  the Government hereby accords sanction of the following (21) posts in State Project Management Unit (SPMU) at State level and in District Project Management Unit (DPMU) at District level for implementation of A.P. Drought Mitigation Project (APDMP) an Externally Aided Project (EAP) funded by International Fund for Agricultural Department (IFAD) in the low rainfall districts of Rayalaseema and Prakasam  district.

4. The posts sanctioned in para 3 above are valid for a period of six months only after which the deputationists may be repatriated and the outsourced personnel   discontinued.

5. The Agriculture & Cooperation Department shall take further necessary action in the matter.
